S-Pedelecs, or Class 45, go up to 45 km/h and are legally mopeds: they need type approval as a moped, a plate, third-party insurance, and a motorcycle-rated helmet. From a traffic-law standpoint these are two different products with almost nothing in common, and a shop that treats them the same on paper — same ticket, same customer record, same wording on the invoice — is inviting a mix-up that eventually costs something.

If a diagnostic turns up obvious tampering — a display flagging a disabled limiter, a clearly non-original controller configured past the legal cap — the customer needs to be told in writing, and the requested job (say, a straightforward brake pad swap) should be documented separately from the bike's irregular condition. That's not paperwork for paperwork's sake — it's what protects the shop if that bike ends up in an accident later and someone asks who last had it on a stand.
Covering yourself: procedures and documentation
E-bike warranties are already flagged as the number one operational headache for workshops in 2026, and tampering makes it worse: a manufacturer can void warranty coverage on a motor or battery the moment it detects signs of modification, and the shop that did the last job is the first one asked to account for it. The sensible practice is easy to describe, less easy to keep up every single day: log the limiter and firmware status at check-in, photograph the display and any error codes before touching anything, and get a signed customer acknowledgment on file whenever you decline to work on a bike modified past a safety threshold.
